Here is information on how Towny works.

What is Towny?

RedstoneMC's Towny plugin allows players to create or join a town and claim land. Players can also form nations for added benefits. The Towny Menus provide an easy-to-use interface. If a town or nation is deleted, a lectern will be generated containing its history and information.
